Настоящий Федеральный закон определяет принципы государственной политики, направленной на установление правовых основ единого туристского рынка в Российской Федерации, и регулирует отношения, возникающие при реализации прав граждан Российской Федерации, иностранных граждан и лиц без гражданства на отдых, свободу передвижения и иных прав при совершении путешествий, а также определяет порядок рационального использования туристских ресурсов Российской Федерации.
